The speed pedelec is an electrically assisted bicycle capable of reaching speeds of up to 45 km/h. Fast, practical and ideal for commuting — yet its regulations remain widely misunderstood.

Unlike a standard e-bike whose assistance cuts out at 25 km/h, the speed pedelec is legally classified as a class P moped (« SP »). This brings specific obligations: registration, a driving licence, a compliant helmet and particular traffic rules.

What is a speed pedelec?

A speed pedelec, also called a speed bike, is an electric bicycle whose pedal assistance can reach 45 km/h. That is its fundamental difference from a standard e-bike, whose motor cuts out at 25 km/h.

The speed pedelec does not fit into any existing vehicle category: it rides too fast to be a bicycle, but requires the rider's physical effort to move forward — so it cannot be entirely equated with an ordinary moped either. Hence its own set of regulations, which have evolved several times in recent years.

Legal status: from a legal standpoint, the speed pedelec is classified as a class P moped. This status brings administrative obligations that a standard e-bike does not have — registration, driving licence, compliant helmet.

Registration with the DIV

Every speed pedelec must be registered with the Vehicle Registration Department (DIV) before being used on public roads. Riding without a plate risks a fine of €116.

Essential document: the Certificate of Conformity (COC). This document proves that your bicycle was manufactured in accordance with applicable European standards. Keep it safe — you do not need to carry it on rides, but it is required for registration.

The 4-step procedure:

  • The dealer carries out pre-registration with the DIV and hands you the COC and the pink registration request form.
  • You send the pink form + copy of the COC to the DIV — or your insurer submits it online via WebDIV.
  • You receive your registration certificate and your « SP » plate (approximately 10–12 cm).
  • Plate fitted: you may ride. The registration certificate must be carried on every trip.

Good news: since 1 August 2025, vehicles already registered in Belgium can be directly re-registered via WebDIV, without going through bpost first. No annual road tax, no registration tax.

Which driving licence is required?

To ride a speed pedelec in Belgium, two cumulative conditions apply:

  • Minimum age: 16 years — without exception.
  • Licence AM (moped), licence B (car) or licence A (motorcycle) — all three are valid.

Your driving licence must always be carried, along with the registration certificate. If you hold a category B licence, you can ride a speed pedelec with no additional steps.

The helmet: mandatory and specific

Wearing a helmet is mandatory for both the rider and the passenger. However, not all helmets are legally compliant.

  • Approved moped helmet — always permitted, the safest choice.
  • Bicycle helmet — permitted only if it complies with standard EN 1078 AND protects the temples and back of the head. The « CE » marking is stamped inside the helmet.

Common mistake: a standard lightweight road cycling helmet generally does not provide sufficient temple and rear-head protection — it is therefore not compliant for a speed pedelec. Always check the specifications before purchase.

Where can you ride a speed pedelec?

This is the point that generates the most confusion. The main rule depends on the speed limit of the road you are on:

In cycle zones (formerly cycle streets), the speed pedelec has been treated as a bicycle since April 2023: cars may not overtake you. You may overtake other cyclists provided you do not exceed 30 km/h and do not impede oncoming traffic.

Additional signs M11 to M18 allow road managers to adjust rules locally. In Wallonia, a specific rule applies: within built-up areas, speed is limited to 30 km/h on all sections of public road indicated by signals D9 or D10.

Insurance: mandatory or not?

The insurance question has evolved. Here is the current situation in Belgium:

  • Third-party liability insurance no longer mandatory since 2019 for speed pedelecs that cannot move autonomously (without pedalling).
  • Third-party liability required if your speed pedelec has an autonomous driving function (without pedalling) exceeding 6 km/h and weighing more than 25 kg.

Strongly recommended nonetheless: even without a legal obligation, you remain personally liable for any damage caused to third parties. Check whether your household liability insurance covers accidents involving your speed pedelec. If not, take out specific cover. In the event of an accident, always complete an accident report form.

The concrete advantages of the speed pedelec

Beyond the obligations, the speed pedelec offers significant advantages that explain its growing popularity:

  • Commuting cycling allowance: since 1 January 2017, speed pedelec users are entitled to the per-kilometre cycling allowance for home-to-work journeys.
  • No road tax: no annual road tax and no registration tax — unlike a car or motorcycle.

Frequently asked questions

Does a second-hand speed pedelec also need to be registered? +

Yes, absolutely. A second-hand speed pedelec must be re-registered in your name with the DIV. Ask the seller for the current registration certificate (CIM) and the Certificate of Conformity (COC) — both documents are essential.

Can children be transported on a speed pedelec? +

It is forbidden to transport children under 3 years of age on a speed pedelec or in a trailer attached to the rear. For children between 3 and 8 years old, a suitable child seat is mandatory.

Is a technical inspection mandatory for a speed pedelec? +

No. Speed pedelecs are not subject to periodic technical inspections in Belgium, unlike ordinary mopeds.

How do I cancel a licence plate? +

You can hand in your licence plate number free of charge at any post office. You will receive a cancellation certificate stating your plate number and the date of issue.

Can a speed pedelec use contraflow lanes reserved for cyclists? +

Yes, when the C1 sign (no entry) is accompanied by a supplementary sign reading « except cyclists and P (speed pedelec) », speed pedelecs are permitted to use that contraflow direction.

What about speed pedelecs purchased outside the European Union? +

To be registered, the speed pedelec must be type-approved. Models sold in Europe are generally compliant. For purchases outside the EU or self-assembly kits, type approval can be complex — in such cases it is the Belgian Regions that issue the homologation certificates.
