Since 2026, staff of the Belgian federal administration can turn part of their end-of-year allowance into a bike. The FPS Policy and Support (BOSA) has entrusted this bike leasing scheme to Joule, and each civil servant chooses their bike from an affiliated dealer. KAMEO Bikes is part of that network, with two shops and two workshops, in Liège and Brussels (Uccle).
In this article: what the scheme covers, how an order works and, above all, how to choose the bike that fits your commute — from a folding bike for the train to a speed pedelec for long distances.
Sources: Council of Ministers releases (13 June and 28 November 2025), Civil Service Minister Vanessa Matz (21 September 2026) and Joule. Prices: the lowest in our catalogue on 26 October 2026, VAT included, all model years combined.

What federal bike leasing gives you
The principle is the same as in the private sector: your bike is paid for with part of your gross end-of-year allowance. That part is exempt from social security contributions and tax, provided you actually use the bike to commute. According to Joule, this works out up to 40% cheaper than buying with your net salary.
Included in every contract
→ the bike of your choice, all types of bike are eligible
→ servicing for the full term
→ insurance against theft and material damage
→ breakdown assistance
Conditions to keep in mind
→ a 36-month contract, financed by the gross end-of-year allowance
→ a sworn statement: the bike is genuinely used for commuting
→ private use (weekends, holidays) is also allowed
→ civilian staff of the Ministry of Defence have their own contract and are not covered
KAMEO Bikes, an affiliated Joule dealer
With federal bike leasing you don't pick blindly from a catalogue: you visit a dealer in the Joule network, take a test ride, and that dealer then looks after your bike for the whole contract.
At KAMEO Bikes, that means more than 1,300 models in the catalogue, around 750 of them electric, from over twenty brands: Cube, Riese & Müller, Moustache, Tern, Brompton, Giant, Merida, Benno, Vélo de Ville… And two workshops, in Liège and Uccle, for the servicing included in your contract.
Ordering your bike, step by step
1. BUDGET Work out your budget with the FPS BOSA tool, based on your gross end-of-year allowance.
2. ADVICE Visit one of our shops or ask for a call back: we start from your commute, not from a spec sheet.
3. TEST RIDE Try the shortlisted models, get the right size and choose your accessories (lock, panniers, child seat…).
4. QUOTE We draw up the quote and you approve it on the Joule Hub platform, which is linked to federal HR.
5. DELIVERY Your bike is prepared and adjusted in our workshop; servicing is then done with us for 36 months.

Leave us your details: a KAMEO adviser will call you back, go through your budget with you and suggest the bikes that suit your commute.
A range for every civil servant
A 4 km ride across Brussels, 25 km from the suburbs, a train to catch, two children to drop at nursery: federal staff needs are as varied as their departments. Here are six families from our catalogue, each designed for a profile.
The quintessential electric city bike: step-through frame, mudguards, lights and rack as standard. For urban commutes of 5 to 15 km.
The comfort of a French bike built for everyday riding, in town and on country roads. Ideal if your commute mixes both.
Train, metro, an office with no bike shed: a folding bike goes everywhere with you. Non-electric from €699, electric with Brompton from €3,699.
A compact longtail that carries a child or the shopping before you reach the office, and parks like a regular bike.
Assistance up to 45 km/h for commutes of 20 to 40 km. Number plate, liability insurance and helmet required: we help you with the formalities.
For the sportier rider: fast on the road, at ease on towpaths and tracks. Your weekday commuter becomes your weekend bike.
Which bike for which commute?

Your questions
How do I know how much I can spend?
Your budget depends on the gross amount of your end-of-year allowance. The FPS BOSA calculation tool, available through the Joule Hub platform, gives you the figure. If you have it to hand when you call us, we can suggest bikes that fit that budget straight away.
Can I choose any bike?
All types of bike are eligible: city, electric, folding, cargo, gravel, mountain bike… For a speed pedelec, which is legally a moped, check the conditions of your policy in the Joule Hub; we'll help you do so.
Who takes care of servicing and repairs?
Servicing is included in the 36-month contract. If you choose KAMEO Bikes, it is done in our Liège or Uccle workshops, where your bike was prepared. If you break down, the contract's assistance takes over.
Until when can I order?
For the 2026 round, you can start the process until 31 December 2026. Allow time for the test ride, quote and delivery: better not to wait for the last week.
Is a helmet compulsory?
The federal circular of May 2025 requires civil servants riding a leased bike to wear a helmet on their commute. For a speed pedelec, an approved helmet is required by law in any case.
